I had a set of 17" BBS split rim barrels done in silver with clear laquar a couple months ago, blasted and coated. Charged me 60quid for the four. They've just blasted and coated in white a back wheel for my gixxer and charged me 25quid.

£12.50 per wheel to blast and £12.50 per wheel to powder coat round here. That price is based on 2 bike wheels so im sure it would be cheaper than the above if you want 4 doing.

THE major part in the question is the colour. White/Black is standard for most Powder Coaters. Colours they have to order in will cost them £50+ depending on size tubs needed. So they won't charge you £25 per wheel and make £50, they will charge £150+ as they have to order the powder and very possibly coat only the wheels in the oven due to different cure temps of each powder. Therefore increasing costs running the oven for 4 items only and changing the gun over for a different colour for the 4 items. Time is money!

The white/black can be whacked in the oven with other things and it just takes a few £'s in powder as it would take 10mins to setup on a stand and coat the items, so £25 per wheel is quick cash for hardly any extra work.
