the networks can block a number but i think they will only do this for a police request.... ie if you report it as harrasment or something..... then i heard recently that on some phones if the number isn't in your address book then you can block it.. not sure what phones can do this tho.....
so in summary..... this could be all bollocks but i m pretty sure its right... hth....

i think you can block certain numbers. though just means they will try from a different number if there tossers.
might be worth changing your number and giving it just to people who aint gonna give it out

You will struggle to get a network provider to block a number because of that reason.
The only phones I am aware of being able to block numbers from are Samsungs.

Its easier for you to change your number than it is to have her blocked as she will just use another number. If you don't change your number then you must want her attention still!

It just means I don't want to go through the hassel of changing my number (which can only be done at the end of my contract anyway - which is Jan 2010) and telling the 140+ contacts in my phone of the number change, plus I don't have a house phone, so I'd then have to change the number with all the businesses it's registered with (gas, leccy, water, mortgage, insurance, etc etc)
So no, I don't think it has anything to do with wanting attention

I rang Vodafone about this on Friday due to my ex fucking me about too.
They said even though she was withholding the number they can sort it.
All I had to do was notify them as soon as she had rung, then after the number had 5 flags against it they hand it to the police. THey then work with some leiason team between Vodafone and the police and the person that owns/uses the number can get some sort of civil harasment order put against them.
I couldnt be bothered with all that, so just changed my number
