does traction control cross reference wheel speed of the driven wheels to that of the wheels not being driven by the transmission?

Depends which Dyno.
Also, regarding the Traction issue, most cars that cause problems have a procedure that can be followed to overcome management complications For example, alot of cars, such as Beemers, have a wobbly if they sense the front wheels not turning.

it should do mate as it needs to know the speed differance between the two fronts to know if one is skidding

Im pretty sure any Traction control could be overcome one way or another....
very rarely is it an issue anyway.

You would need a signal generator to give a dummy reading of the no rotating wheel.

i've already given you the definitive answer as recommended by the manufactureres themselves - i have done it that way for years when testing prototype and series production vehicles for the oems in a climatic wind tunnel with chassis dyno ever since the first s-class was released with esp.
when i say the loom to the abs pump, i mean the main loom that goes to the abs/tcs/esp ecu integrated into the abs pump.
