getting people to use it is a different matter, its probably been done already and established....such as PF

What I would advise is to avoid FREE Bulletin Boards.
So the next solution is to get a web hosting account from somebody such as www.pipeten.co.uk - sign up to them they'll give you a domain name "mywebforum.co.uk" and they also have forums preinstalled on their control panels, so all you do is click install and there you go it's online.
I've done a fair few forums in my time and have recently given up on running Blackpools local car forum well I did the geeky stuff on there.
As said the hardest part is getting people to visit it, so dependant on how serious you are about making it a success is entirely dependant on what you can do to advertise it, wether that be plugging it on other forums or actually paying to advertise it per click on facebook etc. Added to this there has to be a good enough reason for your users to come back, be it, interesting topics or a reward of some sort for doing so. Like a bone.
IMO there is no better advertising medium than word of mouth but Blackpool is saturated with Automotive forums so it might be difficult to get past the local cliques.
