if there are any wheels rolling on the ground, the car must be taxed/insured.

Its a low loader job only!

thats correct. if you ever have to take a car older than 15 years to be inspected at dvla for a number plate change, and the car isn't taxed then they insist (atleast by us) that the car is trailored.

You can drive to and from a MOT station though because to get tax you need a mot.....

I think what he's saying is that if its driveable, some people book it in to a testing station thats conveniently near the place where you want to take it. Dodgy yes, but totally legal to a certain extent.

If you raise two wheels of the car(dolly) it technically becomes a trailer, as it is "trailing" the towing vehicle, so needs no mot or tax etc, this I have done with a traffic cop sat next to me as it was his car(MGB, old sort).
Unless booked in at a pre arranged MOT, it cannot have all four wheels on the road on statutory OFF road notification.

Technically you are correct if towing the vehicle with a towing dolly, but you then fall foul of trailer weights and towing weights as you have to take into consideration the weight of the towed car, plus whether or not the dolly in question has its own independant braking system, etc....
