To get around using your works computer and bypassing its restrictions .....
1) Install mozilla firefox browser (to get around and security issues if they exist on windows 2003 or SBS server set ups)
You can find this through google.
You wont need to do this if the network is a simple lock down.
2) Then suscribe to www.proxify.com (Will cost about Ł25 per year)
There are free sites like this but they limit you so much, will be best to suscribe IMO !!!!
They do a free trial but it is very limited. !
With this, you can browse securely (if a bit slower) through ANY blocking software !!
As that site has many entrys, if they block access to proxify, you can use another
The list I downloaded today, gives over 2000 and they change them daily.
I should add this is very usefull for getting round IP bans

as for your first post, she cant get round it with firefox as she can't install it, no admin rights.
they have locked down the lan settings witha LOCAL group policy, not very clever, but with no admin rights she can't edit the GPO
she can edit the hosts file tho but the proxy server is specified by IP
and it uses some shit authentication anyway where restricitons are controlled by the proxy settings script rather than the ISA server?!?! never seen this before, assume it's a pikey way of setting up an ISA server?

If you have problems getting in, mail me and I will let you have my username and password, and a different non blockable IP adress direct access so you can get in.
(Its easy !)

Of course she could buy an Asus EEE mini laptop and a "3" mobile broadband USB dongle (Ł10 a month subscription) and use that for mobile internet. But if it's just for using at work, and the odd out and about, she's better off with a phone/handheld and using 3G on the her cellular network (get an "unlimited" data package, as you'll eat it up quickly!)

The chances are no proxy services will work.
At the same time, typing addresses in binary/hex/ip format wont work either.
If either of these work then be thankful your admins have done a shit job.
If you have a Windows PC at home theres an easy workaround.
Use remote desktop to connect to your home PC from work - then browse the web using your home PC.
All you need is the IP address of your home PC. If your PC has a dynamic IP address (always changing) simply sign up for the free forwarding service form www.noip.com.
(look up Remote Desktop in either Windows Help or Google and it'll explain further but its dead easy to setup and use)

get a jailbroken iphone off the bay (s/hand) get an O2 simplicity online Ł15 a month and get the unlimited web bolt on package Ł7.50 a month and your sorted (EDGE is fine for web browsing)

EDGE is slow as fook! The same webpage, on two identical iPhone's, in the same room, the one downloading the webpage over EDGE took 59 sec, the 3G took 21. Wifi on the same page only took 17 sec, so 3G is approaching wifi speeds. Again, same test, downloading a PDF from an email - EDGE took 19 seconds, 3G was 5 seconds, wifi was 3seconds...

This it to look at a forum though thrush.....................agreed its not the fastest I meant to say it would be fine for forums in my original post (not web browsing on par with a decent connection) i get away with most stuff on mine if I HAVE to use EDGE
