Default mk5 fiesta brakes

Right my fiesta when we bought it had just had new pads put on. The brakes were spongey but we put this down to the new pads needed bedding in. Its done about 250-300 odd miles since and they are still the same. They stop you perfectly fine but you have to push the brake pedal down quite far for them to do anything. What do you reckon it is? Crap brake fluid perhaps? Or is is because the brakes havent been used in anger at all to bed the pads in?

thanks in advance
