Default Need help diagnosing the problem - tuners?

As it's been second time I got my turbo from rebuild and car is not running right I wonder if I may be wrong and the turbo expert right. So I ask you WISE people - maybe you can help me.

After installing the turbo when engine is hot there is small blue cloud after you rev engine few times and lift-off. Also There is slight amount of oil getting out of turbine housing and visible on center section. It runs just fine in erms of driving but there can be smelled burned oil inside the car as it boils outside the turbine where it leaks. Also it consumes quite a lot of oil. I am pretty sure that's really shitty turbo rebuild but prefer to ask. The turbo specialist says something about worn engine and/or failed breather. But there is breather working - you can feel slight air puplse when idling when you put your hand against the breather pipe, also engine was recently checked and pistons/rings where all right. We tryied to run it withut the turbo and we couldn't notice any smoke.
Can oil pressure be to high or something? That seams ridiculous. Also that fact that it only smokes when you lift-off but not when driving or shifting gears seams strange. I have another turbo borrowed which is very old but with that it doesn't smoke and runs just fine, only uses up about 1 liter oil every 1000km's. So can it be something wrong with my engine or is just the turbo - guy an idiot?
Unfotunatly I'm not rich enought to change both turbo and engine to new ones just in case, so I need advice. What to do?

Sorry for boring you to death And big for reading all this.

is the oil return to the sump good?

if these are too restrictive it can cause symptions similar to a worn/smokey turbo as the oil cant drain out of the turbo fast enuf so it leaks...

also just coz the turbo's been rebuilt, doesnt mean it was rebuilt PROPERLY...

a lot of turbo "specialists" are just cowboys

Was checked twice - everything seems fine on that side.

Any special method of checking you suggest?

I know that. But with other - old turbo (more then 100 000km) I have there is no such problems, no leaks or smoke, it only uses a lot of oil, but no smoke unless you push it really hard on the track.

That I know, but the man who did it is supposed to be the best - few times racing champion o Poland in a Cossie as well, so he's supposed to know. :-/
He did it twice because first time it smoked A LOT so I'm not very quick to call him and say he's wrong.

Does your breather system go back to the air filter or to atmosphere?

Me neither. But I am no expert or guru so I prefer to ask.

If I am to spend a lot money (for me) for a new turbo I would prefer to know that I'm spending it right.
