I have used both back in the day on my Rs2000 mk1 and 2 and only used the short manifold when using a remote brake servo! and didn't notice a difference in performance to be honest

Generally a longer inlet tract is better for torque and a shorter one is better for top end power.
I remember seeing a vid of an F1 in the 90's with the air box/engine cover off you could see the trumpets rising and falling as the revs changed - very cool indeed!
