has the new system been brought in yet with the sliding scale of penaltys depending on the level of speeding?

Nope, had a 38 and 39, one 3 points one SAW - 38 was cut off for the offer.

Unless you're thinking of the 10% +2 discretion they can apply?

20mph over the 30 limit would be a court job.

No that is not wrong.
They use 10% +2 as a guideline, but if they want to apply zero tolerance then 1mph over is you done.
Depends what they choose to have in force on any given day.
Speeding is an absolute offence, but 10% +2 can often be used.

I got caught doing 35 in a 30 zone so they said it would be a £60 fine plus 3 points but then they said I could do a 3 hour speed awareness coarse for £67 and not have any points as it is my first offence(not bad after 18 years driving) so going on the 4th of june to do that.Wife got caught 1 week after me for the same speed so she is also coming to the coarse on the 4th.NICE DAY OUT WITH THE MISSUS

The opposite IMO mate.
Speedos are designed to overead!
So you're doing indicated 38 for example, taking the piss a little.
Old cable driven speedo typically 10% reading over, takes it down to about 34, so with 10% +2 you're safe, yet thinking you're doing 38.

Hope I explained that well?!
My diff driven is 2/3 mph over at all speeds, old cable driven could sit at 80 on Mway happily, doing 72/73, so be very unlucky to cop it for that.
Indicated 84/85 before getting done if 10% +2 is in operation.
In hgv's you have zero overead, which is a fcuker, as overead has probably helped you once or twice over the years.
Was in one I was caught doing 38, in old car may have been alright.

Nasty that is.
I was pulled other night for a couple mph over, drove perfectly for miles as cop was behind, but 2mph was all she cared about.
Easily done few mph, did you have bigger wheels?
