How does this happen?

Someone on another car site im on has just registered his Apple 2000 Maestro. It was built in 1996 & has never been registered before. So it goes on a N plate.

BUT...

A Rover 100, registered before in Northern Ireland, has been put on a 56 plate!!!

How does this work out?

I had a 1977 MK2 escort on a Y plate, from jersey, but my 4i from jersey had a age plate, so I think it is mistakes sometimes that account for it.
