Try filling the oil filter with oil or way over filling the engine turn over with plugs out so spins quicker and wont start failing that is the oil feed clear ?.

So long as your pump was working before just start it up it will pressurise in aboiut 5 seconds and do no harm so long as oil was used on bits during rebuild, there is so little strain on a idling engine.
Mine also would NOT prime on the starter with plugs out.
Overfilling will not do a thing, if the pick up is in oil as level is correct then it will make no difference.

had this problem with my new pug engine the other day..

i unscrewed the oil filter, put a oil hose over the threaded bit
that the filter screws onto..

funnel in the other end of the pipe, and just fill the oil pump up with oil.
it dont take very much oil..

it wil be the fact that the pump is dry that its not drawing any oil in..

(was with me anyway, oil pressure within a few seconds of cranking after i back filled the pump)

You don't say what you've actually done as in engine wise....so

Is it a new block you've used??? as I've seen it b4 where the 2 small oil way core plugs have been left out behind the auxilary cover and the oil just returns to the sump....
