Try downloading Adaware and running it. Looks like a dialler program. Note any one looking at it DONT PRESS YES or AFREE.

have ran spysweeper but it dont get rid of it, can it still dial on a braodband modem as i dont have a 56k modem installed

Dont think so no. As it uses the modem usually.
there is another program used but cant think what. You could try deleting all your Cookies and Temp internet files/
