The boots on my tcas are split. Is it a waste of time putting new boots on or do i need complete tcas?

tbh you wont get the boots on thier own anywhere. if your car has polybushes just buy a normal pattern arm and replace the shit bushes with the poly's you have

i've got about 5 boots in the garage so you can get them seperatly
the problem is how worn are the balljoints?

you might as well do as nil suggests and get a pair of arms for the car and do a straight swap
