I think you need to play the game, its their country and their rules - i try and play along with them.
Also, it will say somewhere in your policy that you must make your car road legal, and if going abroad to follow rules and customs etc - well not converting headlights in a real obscure and tangental way is not making it legal (not sure that black insulation tape is hardly legal, but you get my point)

You'll be fine with just your photo licence, as that is proof of identity. The counterpart wont be required.
I would suggest taking a tow rope if you can. Not necessarily for any long distance towing, but I don't think you want to be paying those trailer recovery charges if it's a simple problem, and you happen to come to a stop somewhere on the circuit.

You are not supposed to stop unless someone is hurt, not helping a mate tow a stranded car.
I would certainly not recommend you tow anybody!

We did it a couple of times.
Admittedly, you do have to be careful, but I'm only talking about worst case scenario....
Plus, it is a public road, so I'm not sure there are any "restrictions" as such.

Well good luck.
My understanding has always been you should not stop unless there is an injury and you may be able to assist/call for help etc.
They are quite strict on moving cars after bumps and scrapes and would be cautious of anything like this (just ask Chip...)
Remember they are German and they have looots of rules.
