can u not just use less throttle on your right foot?

no,if you dont put your foot down as much there wont be as many exhaust gasses which means the turbo wont boost as high which means less power and less fuel.if you only using part throttle etc the turbo wont put out full boost like if you hammer it.

yes mate,unless you are going to be putting it in low boost mode and then booting it there! and besides you probably need to adjust the base boost pressure on the wastegate as a boost controller cannot adjust below the actuator boost pressure.can only increase it. driving at part throttle and just milling about saves a LOT of cash,especially when you dont need to shell out the silly money commanded by boost controllers!
