Go and find the stop tap for the water pipe and turn it off.
Put some expanding foam up his exhaust pipe.
Get a screw driver and a hammer and smash his door lock with it.
Get his post re-directed to Iraq.

If he is up partying late you could start drilling early in the morning to wake him up.
