Short answer is NO

Longer answer is that possibly it might still be recoverable IF (and only if) that part of the disk hasnt been written to again as deleting only invalidates the file header, it doesnt actually physically overwrite the data.

How long ago did you delete it?

you can recover files on a hard drive even if the hard drive has been formatted. I know because i done it today on a drive that has been formatted twice and had another OS installed on it afterwards.

file scavenger was the app i used.

I'd imagine it just trawls the drive looking for clusters of data and builds it's own TOC from there.

Yes basically, only a partial delete of the filename occurs basically, when the files are recovered the full filename is the only thing it does have.

Well thats based on the older DOS based ones i used many years ago when i had jobs that involved that sort of stuff, but these days file recovery would just consist at shouting at someone else to get them to do it so i dont know if the techniques have changed since
