The 'Minus' part of the gauge is Vacuum.
So, with the engine off, the gauge will sit at zero, then with the car idling, it will register a negative value. All the while the throttle is closed, the car will register negative.
Blipping the throttle at standstill, will see the gauge go to zero, or possibly very slightly into positive.
