is the suspension and brakes the same on a mk3 and mk4 xr3i

pretty much the same mate,the early mk3's had different front top mounts,and mk3 rs's had fancy adjustable front anti roll bars but apart from that no difference

xr3 mate they had 2 or 3 bolts holding the strut on and absolute belters of bilstein struts , it was changed for the mk3 xr3i but maybe some of the first ones still had the old set up,as long as it has the plate and centre bolt on the strut top is the same as all mk4's
