thats confused me what you are saying

so the heads off

you have fitted new lifters but the valves are staying open

are the cams in place

surely just fitting a lifter to a head with no cams in isnt going to open the valve unless you can push down on the valve spring

the head is off and the cams are bolted down they do shut if you take cams out and as for bent valves there is none I have striped and checked it I even replaced with another set to make sure and still
most likely the lifters are faulty and will need replacing

or how about its on cam?

why not fit the cams back in and turn the cams until all the valves are closed

i dont know what its supose to be on tdc wether the valves are open or all closed

but maybe if you turn the cams the valves will close

If the valves are not bent then the only other possibility is the lifters are jamming in the head. Did you lube them up correctly when they were fitted?
