how good can a chip on a win screen be fixed

Depends on how big and how old the chip is ? if its new can be sorted relitivly quickly but if been there a while your fecked as the weather will have got into it

Most can be done, but as Doug said it depends on size and level of damage.
I do laods of these on a weekly basis, and sometimes even then worst looking ones (that are within criteria) come out looking superb. On the same level, sometimes the tinyest ones are the worst.....
Post a pic of it and I'll see what it looks like and can advise you from there
