Fuel Pressure regulator - how do they work?

Trying to get the cossie engine running and not getting any fuel, got plenty before the regulator, as it just sprayed in my eyes, but none in the fuel rail.
Can anyone shed some light on this????

Fuel pump feeds the fuel rail direct, which then goes to the regulator. Regulator bleeds fuel back to the tank to set pressure. It gets a pressure signal from the inlet manifold.
