You can go above 195hp with a 195 chip 
but in this case you won't be very lucky to scrape past 200hp if that spec is genuine....
Claims 220hp at 7.5psi
Ah well its ebay you're supposed to add 30-40hp its the rules

TBH spec sounds better than some of the 200+ ones I've heard

The way i read it is Escort T3 stage 1 turbo, beige injectors & boost controller. I guess that lot could just make 220 bhp due to the stage 1 getting close to its limit but it being forced to make the boost from the contoller.
