Default Home Information Packs (HIPS) ~ Your views

In June 2007 the government is bringing in a new scheme whereby the SELLER gathers the searches and serveys on there own house rather than the buyer obtaining the information when selling their house.


I personally think this is great.

What are your views?

Good idea - you pay for one survey, not one for every house you like the look of.

Also you can actually see the results, so you know if there are some small things that might frighten off buyers.

Not so sure....... iv worked for an estate agents for 7 years and i think it will change the market with less peolpe willing to move as much.....will help with the amount of bodge builders who try to make a quick buck....but it will all be relative and like with anything no one likes change but once it happens everyone gets on with it.....

Crap idea ! Imagine youre going to buy a car and the seller gives you HIS own report that YOU have to trust ! Un-workable and is purely designed by the government to stifle the housing market ! as a buyer you will still have to instruct your own surveyor so a waste of time ,not one mortgage company has approved the sellers pack so far

I am currently training to become a home inspector, so my views are probably slightly bias but I can tell you that there is alot of misinformation being given out by those people and groups, who will either have to become more professional in their attitudes and qualifications such as the estate agents, or it will affect in the quantity of their work i.e. solictors (because things like the searches will be carried out by the specialist HIPs company in advance - and obviously only one time). Hence both the NAEA and the Law Society are worried about their members and not necessarily the consumer.


But also note that many Estate agents are well up for hips, such as Rightmove (which is the countrys biggest property website, and covers 60% of estate agents).

Sorry mate but if you believe Kirsty Allsop - 'property expert' then your sadly misguided. Note how the ITV programme did not speak to any high street lenders just the CML and they didn't even say this. Many mortgage companies currently do 'drive by surveys' because they carry out desktop surveys i.e. they know that a 2 bed house on bloggs street is worth say Ł150k from all previous sales databases, all they need to confirm is that property actually exists and is insurable - which the HIP will provide.

Also for the concerns of 'money up front' expense - then the normal route will be for the fees to be added to the % of the convencying and as such taken out of the sale - so no up front fees as such.

So true, I had a surveyor in my house a while ago, talking about how the HIP would be bad news. Talking to him, it was clear as day he was more concerned about loosing his job due to not going to look at the same house a number of times, than how it would help the move.

I presume he was just a valuer? Every surveyor I have dealt with lately is pretty much on board with HIPs and are currently training or have completed their training with SAVA or RICS.

I can imagine that he would be concerned if that if he is just a mortgage valuer and is not doing any training yet. He sounds like exactly the type of person that should currently be training to become a Home Inspector! Heads in the sand!

No mate, this was aout 18months and it was a proper survey.

Tosser also told my buyer the house was worth almost 10% less that he had offered - he clearly had no idea about the market in the area, these kind of houses and prices were all fairly quick sales

Nearly made the chain collapse too, but everyone shifted the price a bit.

I felt so bad about going to the owners I was buying from and telling them I now couldn't buy unless they dropped the price

Stories like yours that the new system is trying to stop. No one should have any nasty shocks.

There is bound to be critics about the new system, because people don't like change - particularly the ones making alot money out of it as it is, for doing very little at the expense of the vendors and purchasers wallets and nerves!

The forecast (which seems logical) is that the market will be over supplied in the few months run up to 1 June 07 cos people will want to get their house on the market prior to needing a HIP, therefore possibly a very good time for first time buyers! But the market will level out again, as this inital blip will drive demand again.
