Question MAP readings?

Can anyone please help me finding out weather my 3 bar MAP sensor is broken or not?
I did some measuring on it:
With ECU connected and ignition on, I measured between pin 11 and pin 15 only 1,65V (according to the manual it should be 1,80V to 2,2V)
- Is this too low? Anyone had experience with this?

I also measured between earth and signal terminal on the MAP sensor and I got the same 1,65V.

I also measured the wires from pin 11 to earth wire (in the middle) to the MAP sensor = 0,01 Ohm.
And from pin 15 I measured 0,01 Ohm to the Signal wire for the MAP sensor.
So I assume the wires are okay.
The problem is the engine is getting to much fuel and if this reading is below the tolerance I will have to buy a new MAP sensor ASAP!!

Thanks!

According to this website the pressure is o.k.: http://www.bigturbo.co.uk/main4.htm
I find it to be a little bit high, it is definitely NOT too low.
A 2-bar sensor produces about 2.2 Volt at atmospheric pressure
A 2.5-bar sensor gives about 1.8 volt
A 3-bar sensor gives about 1.55 volt.
