Mine hardly ever goes above the bottom 1/8 area - and in heavy traffic will get to between 1/4 and 1/2 max, but heater works nicely. Has it just started doing this? Cos RST can keep relatively cool when moving along ok.

it will 99% be a knackered thermostat. They are a servicable item, and should be changed every year.
