i kinda had the same happen to me
i was fortunate enough to find a useable filler "cup"
a shallow metal flat bottomed bowl i dont know what it was called but i am sure you know what i mean
it fastens (welds) to the inside of the outer wing and the filler neck screws to it
you may be lucky and find one at a breaker
if not i nearly used the bottom of a tea, coffee, sugar pot metal obviously
the metal powdercoated ones are of a suitable size
from what i recall you will need to cut the bottom off at a bit of an angle to match the profile of the inside of the outer wing
then drill a hole in the bottom to allow the filler neck to connect
i know this isnt the correct way to do this repair but it will work
i nearly did it but was lucky and found one
its entirely up to you what you do
hope i have been of some assistance
here is the link to when i had the same problem

/\Filler neck panel, Twins has sold me a decent 2nd hand panel he had from a MK4 Escort that got broken. From the pic he showed me, its just what i need. The outer wing is mint, ite the inner wing bit that has rotten and a repair panel ahd been welded...but it wasnt fabricated to be a full replacement as the wasnt a screw hole or the rounded bit of metal that meets the outer wing, so was fillered up.
