It's a personal choice. You Don't have to have one but might help your turbo last just that little bit longer and even more so when running more than standard boost. You can easily get the chatter noise still with with a dump valve,you just let off the throttle quick when on boost,just before the dump valve goes off. As said personal choice and know alot of dump valves can get on your nerves. I never use to run one but did since i was given one cheap and ain't all that bad.
The old T series Garretts are just fine with no DV... 32psi and no problems!
The newer GT/GTX series on the other hand I have read have much thinner shafts and would be likely to snap if experiencing compressor stall.
Im running about 14psi with standard intercooler. whats the safest amount to run before upgrading bits?
I wouldn't want to be running anymore than 14psi through a stock intercooler. I would get a proper intercooler on your shopping list as a matter of urgency

Is that a BB turbo I assume, thought the shafts where prone to snapping if no DV is ran at high boost?
