Yes if it chips or flakes then its going to block your pick up pipe pretty fooking quick! Suprised they did this tbh. I imagine it was laziness in the prep work

Its not going to cause a problem mate.
True, if it chips your pickup pipe may get blocked but the changes of a stone chip inside the sump are somewhat unlikely.
BUT where it would cause problems is with the sump gasket, if the half moons are slightly out of shape due to thick powder coat your going to have issues sealing the fucker.

I see this all the time!
It is a MASSIVE issue do not under estimate the damage being caused.
The paint becomes brittle, burnt and flakes off without any thing touching it or rubbing against it etc. It will score the cam shaft first then destroy the side of the lifters and head then slowly eat away at the rest of the engine.
Remove it, blast the inside and remove any traces, then clean and refit it.
