boost not coming in till 4k?

ive just got my car on the road after putting another engine in an the boost isnt coming in till 4K rpm then strugglin after 5.5K it pulls hard wen it goes other than that it runs perfect no missing or coughin no smoke nothing i know i need it set up but im wondering could it be my actuator not workin properly or cam worn? i dnt want to take it to be set up an then they tell me it needs umpteen things that i could do before i take it! as money aint exactly flowin the best right now!lol
As far as i know the engine has standard internals apart from a kent cam with double valve springs,chipped,front mount cooler,standard turbo(i think) no play in shaft or smoke! cossie plugs an a cossie group A coil. still on mfi.
just wondering if anyone would have any suggestions of things to check? i have a -31 actuator an a collins here but want to know some peoples feed back first.

its a standard cam pulley. i had the problem as soon as i ran the car an was told it was the cam lobes being worn so i cahnged it for 1 i had lying round that looked in better nick! (i know dnt be so tight an buy a new 1) but i dnt wanna go spendin the best part of 300quid an it still be the same!

whats engine is it to start with?
Might wanna time it up with a timming gun, sometimes it my not effect the advanced timming but effect the boost. this should be done with a timming gun.
other than that get it setup or checked with a system.

if u have a .48 exhaust housing then this will also make this happen. The bigger the exhaust housing the longer it will take for boost to build up.
A stage 3 turbo on a stage 1 rst engine will blow hard from 4k onwards. Hence why most people stay with stage 2 hybrid units as they utilise the smaller ehaust housing which does not give the masses of lag.

What exactly do you mean by struggling after 5.5k? If the boost is dropping off it could be your actuator is weak, if it's cutting in and out again i'd change the actuator and make sure your Amal valve is working (if you still have one).
Coming in late could be the timing, it will need to be set for the Kent Cam not your usual 12degress BTDC.

This sounds silly but check you boost pipes are not twisted or bent ormis shapped. I had a missed shape boost hose (slightly not round) and it was sluggish. I swopped it with a friends and it made a lot of difference.

i mean it hits 5.5k an doesnt seam to want to go any more there's still full boost on the gauge tho.
an its still a 1.6 cvh mfi like i sed i bought the engine of my friend who had a damged s1 with s2 engine so dnt have any paper work with it unfortunatly..
i had feelin it could be timing but wanted sum opinions even tho its varied opinions all are welcome.. well im off work from wednesday (indefinatly dam credit crunch!)
is there any way i can tell wat housing i have on it without stripping coz the turbo looked recent wen i put the engine in not a speck of dirt inside.
i have a vernier here but its a crude lookin affair no degree's on it.
also i've just noticed that sum times at boost at peaks then drops to 15psi an other times it peaks at 15 an drops to 12....

well it dont just sit there it will go past but once it hits it the revs dont keep goin up at the same rate i know its gettin nearer the limit an it will slow it could all be dwn to timing i think after xmas i'll book it into interpro coz they the closest an they done my old bosses saff pretty good. any 1 know any diffrent b4 i go there? strange they aint got a website? or have they? goggle only brings back interpro thornbury..2
