First look how much turns left on actuator road, I mean look how much is he short. Or send us pic. Because maybe isnt problem in actuator, like was on my car before. manuals said 1 turn is 0.2 bar.

There is a threaded sleeve over the actuator arm wind this in towards the actuator to shorten it so its harden to put onto the wastegate arm. This puts more pre-load on the actuator .

Trial and error till you have the boost your looking for

was it ok before? if this has gradually happened then you need a new actuator otherwise you will never get it to boost properly

I would get it set up properly... got to be cheaper than guesswork prior to the engine going *BANG*

It's OK adding pre-load to your actuator, but what if you do that, make your 7 psi or whatever, then in 6 months time when you've forgotten about it, you find a split hose, fix it and end up with 15psi and a melted engine?
