Could be oil seals in the turbo on there way. When you done the valve stems did you use the top hat style ones???

Which way is the movement? In & out (axially) through the main shaft is bad, up & down (radially) is ok to an extent. Radial movement is for when the turbo spins to allow slight movement preventing the blades hitting the sidewall

Side to side is ok if it's minimal. Oil in the boost piupes will prob be a bit of oil leaking past the seals. Have you flushed through the intercooler and cleaned inside the airbox? Cooler might have oil inside and airbox might be pooled slightly at the bottom and airflow picking it up and through the hoses.
Take the cooler hoses off and blow it through. Clean inside the airbox also: lower hose opening is the easiest place (from box to turbo lower end)
