The Zetec can be made to rev. But this involves "fixing the fudamental flaws" in the engine i.e stroke for one thing.
It's not that it can't be done or if you do it, the engine will give you problems, it's just that the engine is very based around ecconomy and emissions whilst being naturally aspirated.
16v heads are mainly for response due to the small diameter ports increasing gas speeds. Obviously the small ports become a restriction high up in the revs.
There are ways and means to over come most problems on most engines.

if you've already got the head and cam mate,then your 50% commited already,i would stay 1600.The only reason i am going 16v is because i am starting from scratch.There is no point going 1800.iF your going zvh,then mate,you might as well go all the way or not at all(in this i mean 2.0 zvh). people go zvh to get the low down torque and drivability,which will be harder to get out of the 1800!!!!!!
personally i would stay away from zvh's,ive always looked at them as a bit of a bodgers market(no offence).all the agro of the SPECIAL conversion bits and pieces and work involved,you might as well stay 1600 cvh. the problem with the cvh isnt the bottom end,ITS THE HEAD AND THE OIL FLOW!!!!!!!!!!!!!!!
apparently there are a couple of well known engine builders who have said they have NEVER seen a snapped cvh standard rod! they only snap at the caps(bolts).
THE ULTIMATE engine would be a 1600cvh bottom end,with a worked Zetec 16v head.(if it could be done).
i can only imagine what it would drive like

the 18 zvh is very good we did one i a fiesta rst that was in performance ford in the feb 2006 it is now on gas too lol and is fine and will be for a long time yet
