first up, have you put the pies on the right way around?
second, when you say it doesn't work,is the belt on the pump?
if yes to both above, you have obviously put fluid into it and turned the steering fully lock to lock with the engine off to get the fluid everywehre you can while the car is still up in he air right?
you can then top up the fluid till the max mark before starting the eingine and getting the pump to work it's magic
it'll take a good few rotations lock to lock to fully bleed out but once it does, then put it on the ground and use the assistance to properly push it around

14 hours at work, the eleation of getting a FUCKING GREAT HUGE-ERIFIC bonus, and having to drive like a total arse to get the signatures done in time before they closed the doors 285 miles away means i'm not the best typing at the moment

the returns pipes can be swapped over as they are the same sixe ect
i had a pic up for someone which showed the locations but i can't find it ow
thing is, some racks have the flow and return pipes the other way around to what the others have and there is no way of knowing which is which without trying to fit it all up
the other thing could be that the pump is fubar

the pump is gravity fed turning the steering rack with engine off will not do much.
you need to disconnect the coil and injectors.
Make sure the belt is not too tight its not like an alternator too loose and the steering will judder too tight it will fook the pump bearings.
the power steering fluid has to stand to allow the airbubbles to rise to the top otherwise you are just adding more air in the system.
cap off the tank, make sure you have enough fluid in the tank if it goes down too much you will catch air in the system again.
car in the air turn the car over on the starter no longer than 10secs at a time whilst turning the steering wheel from lock to lock when on full lock gently bounce it on full lock it will make a slight squealing noise then repeat on the other lock.
this is bleeding the system
Power steering pumps rarely fail TBH unless the belt is too tight.
