Default Car iddling (rev counter movement)

Just wondering if this could be a very slight air leak at my throttle body ??

The car is iddling and the rev counter is moving up and down slightly and is way off when driving ,shoots up and down the counter !!

I have had the throttle body of and put it back on again and when bolting it back on the bolts feel as though they are being tightened into chocolate ,lol,
