Default Cosworth very slow to come on boost

Ok I’ve just finished my build and I know the car needs setting up but have a base map put in ( L8 )
problem is it seems to be totally gutless Till boost kicks in at around 3300rpm
it feels like I’m driving with the handbrake on it feels that bad
any ideas as to what could cause this
spec of engine
T38/.48 Harvey Gibbs spec built by turbo performance
70mm intercooler
magnex exhaust
2wd exhaust manifold
4x4 inlet with 10mm spacer
could it be a mapping issue
any thoughts would be very welcome

Didnt you already post this? Surely youd wait until its fully mapped befor judging? From memory my last running in map was nothing like the final map

I’m not sure I know I posted on fb
just after ideas if there’s anything I can check prior to mapping that may cause it

I would have thought a T38 with a .48 turbine housing would be a strange combination, as it is already the smallest housing for a T34...

Harvey Gibbs Rates them and so do vince at turbo performance
mots hard to explain but it feels VERY gutless before the turbo starts to kick in and this is giving it a long time to reach boost

The problem sounds very much like cam timing, mate of mine had a bt14 and bd16 in his and when I drove it I thought I had pulled away in 3 rd or left the handbrake on as it just so gutless. Also if you didn't hit the red line before changing gear it would drop out of boost and felt gutless again before it started to go again.

This was all fixed when he had the cam timing reset and then it drove quite nic off boost and came on boost a lot quicker.

Im sure I read somewhere you have none standard cams in but just reread you post and no mention of cams !
