heaters hot all time! no cold air

hi i have a 2005 fiesta st the heaters only blow hot air? they work fine in every way accept wont blow cold air! it never over heats all pipes r fine not hard just hot obv i replaced the heator resistor still nothing??

I have a work shitter ka this has the same problem the one I had befor this one the same mec said it was a valve fixed it once not for long though
