Mondeo Heated leather seats not working

Got a Mondeo at work, MK3 ST shape. Has full heated leather interior. When pressing the buttons for the front seats, both LED's on the switches illuminate so there is power going to the switches, but both seats remain cold? Wiring underneath the seats is fine. So why won't they warm up? Is there a relay or something for these? I imagine it cannot be fuse because if it was the orange LED on the switch wouldnt illuminate if the fuse was blown?
The relay for these is behind the glovebox right in the corner. Have they ever worked since you've had the car?
Sadly, it is a common fault for the heated pad in the seat bases to fail. The light in the switch does still come on when this the case, it will also come on if the relay fails. My passenger seat no longer heats up in my Titanium X. It's not a complete nightmare to change the heated elements if you are handy with the spanners. They do cost a few quid from Ford though.

Its a customers car. I just found it odd they both don't work, either its pure coincedence or a relay has gone? Found a guide to replace them and its not something id want to do, awkard, fiddly and requires ample patience, you have to prise the seat cover out out of the base foam unit clips, too forcefull and you will snap the clips out of the foam rendering the seat useless.
No experience with the Mondeo but I have repaired many an electric heated seat in Volvo's, Merc's and Landrover and it's usually down to either a faulty relay (not common but still check) or broken wiring in the area where you 'slide' into the seat.
You can ussually check the backrest and seat seperatly for resistance (unlimited resistance being broken wiring).
Getting the leather of, soldering the broken wire with a thicker one and refitting the leather can easily be done in around one hour time.
I hate heated seats but I hate having them whilst not working even more, hence me fixing them lol

if you've got the time it's easy enough to strip the seats down
it's just that it is VERY time consuming, it took me a day to strip the seats down when i had to run my cables for my head rest moniters and then refit the covers again and that was just for the rear sections, the lower bit means pulling the seat out
depends on how much he wants to pay for it if it's a customers car

I think its just because its leather and winter, its awful as even when the car is warm the seats are still like sitting on bricks of ice ! More research has told me the heater mats burn holes in themselves, either way it looks like both seats are going to have to come to bits ! Fun fun fun !
they are fairly straight forward to rip to bits as there are bits of rope that have metal hooks on the end which simply loop through other holes
the only issues are finding how they come apart and then not forgetting how they go back together again
and remember to disconnect the battery as the seats have air bags in them

he had the seat out of the car and that was just one base 
the rear of the seat is much easier and you can work it from the bottom upwards, all you need to do is figure out how to split the cover at the bottom as it's a double clipped plastic strip that runs the length of the base of the seat
a right pain in the arse to separate but once it is the rest of it is fairly easy to take apart, just don't break it

I used to build car seats for a living lol. Had to do 36 per shift! That was velour, leather, height adjust, heated, full power, SRS, Pre tensioners, under seat trays etc etc etc
