1.8Td Rough cold start, low on power, bad mpg, boost on only high rpm-s
Bought my 1995 Mondeo 1.8Td about month ago and found out few problems with engine. We have here in estonia abou 0C. outside now and it get's colder every day and i really want to use my car in winter too 
Cold advance solenoid is not working properly, going to get a newone soon and tell, what changes.
There is 2 wires, that comes to fuel pump, which regulates idle and cold start i think. When i bought that car, there was no cold start problems, but there was very high idle (1100-1200rpm) and very poor mpg. I recognised that one cable, which goes under thermostat, was manually putted tight, that engine was always running in cold mode i think?
Things changed:
*Oil twice
*Air filter
*Fuel filter
*Temperature sensor, what shows me cooling temp. inside the car. It was broken and showed max. all the time, igition was on.
*much other thing's, that doesnt matter in this topic
Things checked:
*Egr works
*boost diagraph works
*no vacuum leaks
*that vacuum-working thing under buttery, where goes 1 cable, which puts some more rpm-s when putting on reverse gear, is working fine.
*throttle position sensor is working correctly (tested by diagnostic)
*Electrical vacuum pump is working, when car is started
*relay-s and fuses in under bonnet fuse box are working and fine
*no leaks in intercooler
My problems:
1.Bad cold start, car start's, then stops. If i put on about half acc. pedal, it starts better and keeps running with low rpm-s. When engine is cold, my rpm is under 700 and when it gets warmer, it raises to about 900rpm-s.
2.Low on power and uneven idle, I disconnected one plug with 2 wires what is on the left of advance solenoid and now engine is not so lumpy anymore when it's cold and has some more power. There is blue smoke, when engine is cold. When it gets warmer, there is not so much and is even hard to recognise, that there is it. Should be gone with new advance solenoid?
3.Car takes about 8-9L/100km, should take less i think?
4.Boost on high rpm-s only. I can hear turbo whistle on even at 1500rpm-s slightly, but when driving, it kicks in at about 2500rpm-s.
What is regulating this?

*What regulates when boost kicks in?
*What's this on the left of the cold advance solenoid on the fuel pump and what it does?
*How to check, that this thing, what's under thermostat, where goes one cable is working? This should regulate my cold start rpm-s right? It doesnt tighten the cable when engine is cold. Should i find newone or could it be fixed somehow, if it's broken?

Timing could be slightly out
this would cause rough running & low power
& if the advance solenoid is broken
it wont run right anyway
an easy way to check if the solenoid is working is to listen for a ticking sound before you start it
it will tick fast for a few seconds
once ignition is on
theres a few things that could cause low power
could be something simple like blocked catalytic converter
Could have restrictive air flow due to dirty air filter etc
id try taking air filter out & go for a run if that dont make no difference
id drop the downpipe off the turbo to eliminate exhaust blockage
other than this id be checking timing etc
start from.basics that you can eliminate yourself before going to a garage
but as i said before if the advance actuator isnt working it wont run right & will be rough.
