Default ISCV problem

Ive got a problem with my ISCV not working . Cleaned it up and tried it on the battery and it works fine , try it on the car and it doesnt . Ive got 13v+ on one side of the connector and 5v+ on the otherside and 4v between the pins . Ive got a new wiring loom in too only 6 months old from Ryan so i cant see that being a problem . All the sensors are about 6 months old too . Is there anything i can check or does it sound like a problem with the ecu ? If its the ecu who repairs them . Am i also right in that its a switched negative so why the 5v+ on the other pin . Strange , any help is much appreciated .

Cheers Travis .

Correct permanent live, earth is switched by ECU, digi meter will not be able to measure the voltage as the pulsing will be to fast for it, you really need a oscilloscope or a NOID light. As to why both sides are live I am confused is it standard L1/6/8 ECU, that is why it won't work as you have 2 lives.

Its on an L8 ecu , everything else works fine just the ISCV .

It is strange how its getting two feeds , does anybody know which are the ecu pin numbers so i can see inside the ecu and check that .

Ive checked it and pin 34 is giving out 5v when it should be 0v so it is deffo a ecu problem .

Does anyone know who repairs them or should i just get a second hand one ?
