Help Needed From Mappers / Tuners / Knowledgeable Engine People !

I have a friend that has built a kit car and using the F20 Honda engine from a S2000. The engine has standard internals but has had throttle bodies and a Racetech ECU fitted.
The car has been ‘mapped’ (4 hours total on the rollers) and has just failed SVA on idle / fast idle emissions
The car has been back to the mapper / supplier for a further 7.5 hours for the owner to be informed that basically due to the engine / ecu combination the emissions can’t be corrected to suitable levels and the ecu does not have such mapping facilities. Note that the mapper / supplier was fully aware of the spec / application of the engine / car etc from the start of the project
To be fair the mapper has offered to (at his expense, other than fuel) to spend a further 3 days on the car and an additional 3 days rewriting the ecu program which he ‘thinks’ will sort out the problems.
I am not after slagging the tuner so I won’t name and shame etc (I don’t even now who it is and haven’t asked my friend - so I can’t snitch anyway !) I am after sensible / technical input on the following :

- Is the Racetech ECU a good enough piece of kit suitable for a modified’ road going’ car ?
- Is it possible to map aftermarket throttle bodies for good low down (SVA passable) emissions ?
- Is the Honda F20 a pig of an engine to map normally or just when on throttle bodies ?

That sounds like the tuner hasnt got a clue what he is doing IMHO!
What emissions test is it failing? Cause if its just on CO, then it should be a doddle to sort.
Id not expect it to take any reasonable tuner longer than about 10 minutes to tweak the idle settings to get it through an emissions test.

If its the cat test then although I would have expected it to be simple, ive never personally mapped a car to pass it, so cant comment im afraid mate, so ignore what I said above which was aimed at non cat.
