What colour is it?
Basics is cut polish and wax (or sealant, both are LSP - last stage product, for protection and shine).
Keeping it simple you'd get something like t-cut or autoglym paint renovator for cutting, then a polish like autoglym super resin polish, then a wax or sealant, depending on colour and what finish you want.

Depends how deep you want to get into it...
Megs stage 1 and 2, or mentioned above, then say Victoria concours - Ł30 for a decent enough sized tub.
This lasts a long time and gives awesome results.
Is more cost effective than cheap waxes.
To help the polishing and application of wax, use a german pad.
Can find it all on cleanyourcar.co.uk and a few others.
Edit/ Before all that you want to use a clay bar on it, something like sonus green.

I'd suggest you give Poorboys Natty's Paste Wax (normal for light cars, blue for medium and dark cars) on top of Collonite a try
That's not "hardcore bufty" territory, but will give you much better results than the run-of-the-mill stuff
You could just use the Poorboys and see how you get on as it's a really good shine, but not very long-lasting. The Collonite, however, is very durable, but not such a nice shine. You can combine the 2

For polishing by hand i'd recommend Poorboys Polish with Sealant, it's very easy to apply and very easy to take off leaving no residue.....applying with a machine will remove light scratches and trails
That was after machine polishing to remove all the swirls and scratches.
You could happily spend Ł500+ on gear, always something you want/need.
Best way to assess yours is clean it, and at night take it down the petrol station under the halogens, is a fucker for showing the defects.
This is the sort of thing, although this was a bad one, needed wet sanding:

Afterwards you'll end up with paint like this:

I think before anything you need to see how bad the paint is, and decide how much time/money/effort you want to spend on it, and what finish you require, or will settle for.
Here's a couple before and after pics, even relatively new cars are often swirled and scratched to fuck, if you catch them in the right light:

That's PolishedBliss's work, and Zymol Vintage.
