I was told its fine to powercoat but they have to be baked for a long (couple of days) period to get the air out. Had my my centres done and no problems.

you can powder coat mag, its down the the cleaning process first, also genrally helps if you use an alkaline chromate process such as Alochrome which prevents most of the porosity problrms caused by mag castings

Just prime and paint them, don't rub them down if possible and take any of the protective coating off as Mag wheels have a anodised like coating from factory.

Normal rattle can should last, all down to prep etc.
If you take your time, and have a decent surface for it to go onto etc.
I used a good amount of primer, pigment, then lacquer.
Once the lacquer is polished back, and you get and keep a layer or two of good
wheel sealant, should look like new for as long as you look after them, and keep them cleaned/sealed.
Keep them sealed and there's no need for aggressive or acidic cleaning methods,
simply shampoo will do.

This is rattle can finished
Gleaming in the sun after months of use

Halfords can aren't particularly good, unsure of a decent paint for the colour you require, but for lacquer Wurth is very good

I wouldnt do the backs on the lip/rim Phil, I had a small amount of paint on myu Old Style MO's and it affected the seal of the bead on the tyre and 1 out of the 4 wheels kept leaking air quite quickly, having now cleaned it off they are all fine!

I 'think' that mag corrodes from the inside if not protected, the first you will know is when it brakes Therfore I would paint / coat / protect all surfaces i.e. inside the tyre and beads to, better safe than sorry and all that shit

magnessium much like Aluminium forms a rapidly oxidiseing layer which in turn can lead to degredation of the material, on Aircraft applications there are strict proceedures about treating after blasting to prevent this, another problem associated with Magnessium alloys is that it age hardens much quicker than alot of alloys meaning it becomes quite brittle and much reduces its servicable life
