Default Bulking vs Cut up

Hi

I regularly weight train and do cardio once a week. I follow a 3 day split and have medium-ish metabolism. Only supplements are 40g of protein after each weights session. I've been training for 18 months and have put on considerable size, and also lost fat, but I'm looking to cut up and put more muscle on.

People at the gym have mentioned that they cycle their workouts, so they cut out cardio to pack on muscle, and then hammer cardio to burn fat. For maximum muscle gain and fat loss, is this the best program? If so, how long should a bulking cycle be, and how long a cutting up cycle?

I'm familiar with the positive and negative calorie situation, I'm just curious to know whether its possible to pack on muscle AND burn fat in the same cycle. If so, which workouts have you tried??
