Start at the fusebox, checking all fuses, if the festa has a normal side/head smaller stalk on the right it could be this that is duff, could just be a broken feed to it, or after it to the dip/main stalk, or if the "ring" sort of side/head around the base of the indicator it's very likely to be this.
The power for the flash(main) is independant so they work even with lights off, this however won't power the normal push forward for main beam, but this talk when pulled rearwards will work the main beam on the spring setting.
The indicators, wipers, washers are yet another seperate supply.
One of this annoying things that is dead easy to fix if there, what you are missing is the feed to or from the side/head selector switch.

I have had this a few times on fiestas and escorts, the main light/indicator switch is faulty. If I remember right the lights on warning wont work either.

Yes I would go for the main switch then. Motor factors do them or scrap yard. If I remember right from ford they are about £100.

final update : Managed to figure out the wiper fault, there is another fuse box hidden away behind a plastic coin tray and there was a blown fuse that needed replacing. As for the light problem this was sorted by purchasing another light stalk from a decent breakers in the area. Thanks for the advice people
