Right, so it's a standard DVD-ROM disc, and it wouldn't read in your original DVD-ROM drive, so you then bought a new DVD-ROM/Writer - and this drive won't read ANY discs at all? Ie, no DVD video's, no other DVD-ROM's, no CD's etc etc?
Id say it's a computer issue then, as it'd be very unlucky to have bought a new drive that is faulty (although not impossible)
Check the cabling from the drive to the mobo would be first port of call - correct pin's and securely fitted. Try uninstalling and reinstalling the drive in Windows, and/or updating the drivers for it.

There could be any number of reason's why this isn't working. Remove the drive from device manager by going into the control panel, then system, then click the hardware tab, then click the device manager tab, and then the + next to DVD cd rom drives, right click on the drive, left click uninstall, click ok etc, then shut down and restart the pc. Failing that my best advice would be to reinstall windows.
