Default FRST Low Power output Help!!!!

I have recently bought my FRST and have been working on it to get it back in to top shape. I took it for a rolling road tune up and check over. It has a T3 Hybrid turbo convertion, Beige injectors, New bottom end, Superchips chip, Indution kit, full powerflow exhaust system, FSE fuel boost. When first looked at it was under fuelsing majorly after this had been sorted and new racing spark plugs and HT leads fitted he started to test the power. I have read up alot about what my T3 convertion should give out and i was hopeing at least for 170 - 180BHP now this may have been expecting alot but you can tell me that i hope. It has a boost gauge and it was reading 18PSI he started the test and after the test he was not happy as the power output was 140BHP he was telling me that at 2500 - 4850 thers loads of power but then at 4850 RPM the power just drops and thers nothing left hes not sure why this is and to say the least i was in shock. I am not sure if the head need replacing but i would think that its not had alot done to it. Can you all help me to figure out whats wrong with the car? Am i expecting to much from it? What will i need to do to get the 180BHP i would like? I hope you all can help Cheers

18psi on a T3 should produce way more than 140, around 200 i'd say.

as for what's wrong,it could be anything, any more symptons?

The turbo is fine its not that old and it is a hybrid stage one so no problem with holding the PSI. I was suspectinhg the acuator i dont think its a very good one on it personally but was told it was fine. Full throttle is fine had that checked, will get the compression checked when in. Intercooler is fine no problem there. I'm not sure if it has an uprated fuel pump but its fueling fine no problem with that had the pressure checked and ajusted correctly. Anythign else it can be?
