pretty simple question really, will an electric fuel pump have more suck then blow or vice versa. Like does it go near the tank or the engine??

Assuming it's on the outside you're best to fit it pre injectors so they have plenty of fuel pressure to work from. cossies have it after tank without filter (dumb idea) and then have a filter. works fine except big crusty stuff gets into your 100 pound pump.
i don't know of any system that sucks the fuel through.
