Default fuel pressure regulator

Any body have any idea why my s2 88 rs has trouble starting an will not rev up with the pressure reg connected, it idles fine without it but as soon as a i connect it up it cuts out,try revving it an it misses.Clearly overfueling!Any suggestions would be much appreciated!have changed metering unit & fuel pump,the fuel ecu work on my mates so where do i go next? As i say any help will be much appreciated!

oh the car starts fine when warm without it connected but not when cold.

theres a fuse in the fuse box for heated seats, this is for the fuel ecu, check its not blown
